4 work content
4.1 when working on electrical equipment with total or partial power failure, the following technical measures to ensure safety must be completed
4.2 disconnect the power supply. The power supply equipment must be disconnected in the workplace, including the power supply of the live parts to be repaired, the live parts with a safe distance of less than 0.7m (10kV) in the working range, and the live parts without our company's imported configuration equipped with high-end universal testing machine barriers or other feasible safety measures behind or on both sides of the staff. When disconnecting the power supply, the maintenance equipment must have at least one obvious disconnection point. When the manual mechanism of the high-voltage cabinet is in the disconnected position, it should be locked with a lock
4.3 electricity test. When checking whether there is voltage on the electrical equipment, qualified electroscope must be used. Before checking, the electroscope should be tested on the live bus to confirm that the electroscope is indeed a qualified product. The power test shall be carried out in each phase on both sides of the electrical equipment
4.4 install grounding wire. Short circuit and connect the three items of the maintenance equipment in parallel, which can release the residual charge of the maintenance equipment, which is also the only feasible safety measure to prevent sudden calls and protect the safety of staff. The installation and removal of the grounding wire must be carried out by two people. If only one person is on duty, it is only allowed to use the grounding switch for grounding
4.5 hang signs and install barriers. Signboards and barriers shall be installed around the working point, and the "no switching on" signboard shall be hung on the handle of the relevant operation switch
4.6 when working on electrical equipment with total or partial power failure, the following organizational measures must be completed: work ticket system; Work inspection and disclosure system; Work permit system; Work supervision system; Work interruption and transfer system; Work termination and power transmission system
4.7 work ticket system
4.7.1 work ticket is a written procedure that allows work on electrical equipment, including long glass fiber reinforced materials, to improve durability. If you work on electrical equipment, you should fill in the work ticket or follow the order
4.7.2 there are three ways:
4.7.2.1 oral or command
4.7.3 fill in the scope of work in the remarks column of the power distribution equipment operation form as follows:
4.7.3.1 it is necessary to cut off all or part of the power on the high-voltage electrical equipment (including lines)
4.7.3.2 for other work (such as secondary circuit with high efficiency), it is necessary to cut off the power of high-voltage equipment or take safety technical measures
4 . 7. Work permit: the person on duty in the power distribution room. On the road is the dispatcher on duty, who has the right to apply for power generation personnel. The substation attendant or the person designated by the leader is responsible for reviewing whether the safety measures listed in the work ticket are normal and complete and whether they meet the site conditions. Whether the safety measures arranged at the work site are perfect; Be responsible for checking whether the power-off equipment is in danger of sudden calls; Even if there is little doubt about the contents listed in the work ticket, you must also ask the issuer of the work ticket clearly, and make detailed supplements if necessary; Safety on duty: be responsible for reviewing the necessity of the work and whether the maintenance is consistent with the approval period, as well as whether the safety measures listed in the work ticket are correct and complete. The safety of the members of the work team is to carefully implement this procedure and on-site safety measures. The issuer of the work ticket, the person in charge of the work and the work permit person shall not concurrently serve as each other. The work ticket shall be filled out clearly and neatly, and shall not be altered arbitrarily. After the work ticket is executed, the storage date should not be less than three months
4.8 work inspection and disclosure system
4.8.1 before work, the person in charge of the work should go to the site to check the power supply, work scope and equipment number according to the work task, formulate on-site safety measures and fill in the work ticket according to the inspection situation
4.8.2 the person in charge of the work shall put forward the safety appliances, lifting tools and materials used according to the work tasks and site conditions, and designate a special person to inspect them. The day before work, the materials used should be checked to see whether they are qualified
4.8.3 the person in charge of the work shall investigate the surrounding environment and roads within the scope of power failure, especially when transporting heavy equipment, safety measures shall be specified in advance
4.8.4 the working personnel should investigate the cross crossing and parallel lines within the working range, adjacent lines or live equipment, and those with self-contained generators, and should determine the location of installing the grounding wire and the grounding wire group
4.8.5 after implementing safety measures on site, the situation of adjacent live equipment and cross live lines should be indicated to all staff again
4.9 work permit system
4.9.1 the work permit person (attendant) shall be responsible for reviewing whether the safety measures listed in the work ticket are correct and complete, whether they meet the site conditions, and shall complete the safety measures on the construction site
4.9.2 when working in the power distribution room, the work permit person should check with the person in charge of the work that the specific migration of nickel is not more than 0.02mg/kg for the first time in this modification, check the safety measures that have been implemented within the scope of power failure, install grounding wires, barriers, signboards, etc., and indicate the adjacent live parts. At the working place, the power-off equipment shall be tested by hand, and both parties shall sign on the work ticket after proving that the maintenance equipment is free of voltage
4.9.3 the person in charge of the work and the work permit shall not change the safety measures and work items without authorization. The work permit person shall not change the operation wiring mode of the maintenance equipment. If it is necessary to change, it must obtain the consent of the person in charge of the work in advance
4.9.4 the power failure at the other end of the outgoing cable in the distribution room should be approved by the attendant or dispatcher at the power transmission end, and the work can be started only after the on-site safety measures are taken
4.9.5 in case of power failure on the road, the person in charge of the work shall get the permission of the attendant or dispatcher, open the relevant distribution room or line disconnector, and take on-site safety measures before starting the work
